The Qualifications and Assessment Authority was asked to trial an approach to testing at key stage 1 which uses national tests to underpin Teacher Assessment, with a Teacher Assessment level being reported nationally. Such a system would offer teachers more flexibility and would place greater emphasis on teacher judgements about children’s progress throughout the year. Overall, it would reduce the amount of testing for 7-year-olds. Part of the aim was to see if the system could be improved by providing parents with a single set of results, and reducing any possible stress on children.

The AEU was awarded the contract to evaluate this trial and to report the findings to the QCA by September 2004.
